The Workplace Hazardous Materials Information System (WHMIS) is a Canada-wide system designed to give employers and workers information about hazardous materials used in the workplace.

Under W.H.M.I.S. 1988, there are three ways in which information on hazardous materials is to be provided:

  1. labels on the containers of hazardous materials;
  2. material safety data sheets to supplement the label with detailed hazard and precautionary information; and
  3. worker education programs.

The supplier of the hazardous material provides the labels and material safety data sheets to the employer. The employer passes the information on to the worker and provides education programs.

WHMIS 2015


Ontario has amended the Occupational Health and Safety Act (OHSA) and the WHMIS Regulation to adopt new, international standards that are part of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). The changes reflect recent amendments to the federal Hazardous Products Act and new Hazardous Products Regulations.

The new requirements come into effect July 1, 2016. There is a transition period – until December 1, 2018 – to phase out the old requirements. During the transition, both the old and the new requirements are in effect.
